Reading the X.org list, I noticed this thread: http://lists.freedesktop.org/archives/xorg/2008-October/039250.html
The person who started it complained about being stuck at OpenGL 1.4.
Eric Anholt stepped in and mentioned what the issue was, and provided a git repository to pull from: git://anongit.freedesktop.org/~anholt/mesa#965-occlusion-query
In the next message, he mentioned that it was easy to fix actually, and mentioned it was done, so now it will report 2.1.
