How much slower are you talking here? Slower as in the effects stuttered just a little bit or slower as in I'm watching a slide show. Because "slower" graphics in the world of Linux can mean very different things for some poeple.
First of all KMS is not enabled by default for radeon cards so that first line you highlighted is normal. It wasn't considered stable enough to be enabled by default on Karmic or something along those lines. I've been using it for a while without problems on my x1900 so it may be worth trying. To enable KMS add radeon.modeset=1 to the grub boot line.
I don't think that RandR disabled message is anything to worry about.
You can set the agp mode to 8x by creating an xorg.conf file and adding the line Option "AGPMode" "8" under the device section.
(Karmic doesn't rely on an xorg.conf file. It auto detects the proper settings but it will still read the xorg.conf file it exists.)
I hope that makes sense lol

Thanks for your help! I try to use de option "radeon.modeset=1" when a start the computer i have a blackscreen and is start a shell mode. After, i try the option "radeon.agpmode=8" on the grub and nothing change, still starting on 4x mode. Slower, i mean the grafics effects are not fluid.

ok, i try the second solution create the file xorg.conf, i put the option agpmode 8, and now is working in 8x mode :). But i still have this problem the grafics effects are not fluid :(

AGP mode makes little difference performance-wise. I suspect your performance problems are related to some plugin that is using a feature that is not hardware accelerated which cases a software fallback. I'd try disabling plugins until you find the problematic one and then figure out why it's falling back to software.

thank you agd5f, which command i have to type in the console to see the plugins installed ? Thank you for your help.

Check your compositor's (compiz, kwin, etc.) configuration.

Thank you! problem solved! I put this options on the "xorg.conf":
Option "AccelDFS" "1"
Option "RenderAccel" "1"
and now the effects are fluid (smooth)
