Today the KDE community has released KDE 4.0 Release Candidate 1. This testing release contains some additional work on Plasma and other KDE components.

Why would an RC contain new features? I thought that Release Candidates were meant to ensure stability before a release.

Where did Michael say that there are new features? Your quote doesn't proof that.
