Xen 4.12 does have some nice improvements although I currently used KVM got pf Sense and FreeIPA server. I'm not sure if KVM has HVM or PV, though.

In Xen language KVM does have HVM and can optionally use PV drivers inside HVM machines (see virtio), so most important vm to outside I/O gets accelerated. That's quite efficient.

Oh, yes. I do use virtio for networking in pfSense and didn't experience any performance issues in my server. I do run KVM machines as an unpreviliged user. There's no need to run pfSense VM as root.

However, what can Xen do that KVM can't do?

Xen can run non-Linux guests. Quite important for many.

If you want to test Xen, there is a free/libre/Open Source source and turnkey distro with it: https://xcp-ng.org
