Not related at all to any specific HW changes. Just a place where the Linux drivers (not only AMD & Intel but all modern graphics drivers) had a common API from the kernel.

This code sharing could really help Nouveau too, since that could mean less work for their devs.

Not really this is for Vulkan only, so useless for Nouveau until they have a vulkan driver.
