    Can someone explain why I'd need/want to use PAPPL? I don't really understand what it is good for.

      You want to use PAPPL if you're developing a "CUPS Printer Application", a piece of software that makes a legacy (as in, doesn't support IPP Everywhere/Airprint/Mopria or whatever different manufacturers call it this week) printer appear as an IPP Everywhere printer so that future versions of CUPS can use it.
