I feel like triple buffering will never get upstreamed.. Or, (tin foil hat on) Canonical is not upstreaming it intentionally, so that people who use Gnome will switch to Ubuntu.

Forget about triple buffering.. and let's talk about not being able to enable HDR modes for your display output in 2022.

Who is holding this up? For what reason(s)? Triple buffering increases performance/responsiveness right?

Last time I checked it still had some bugs, so that's why it's not upstreamed yet. But I'm surprised Ubuntu 22.04, which is an LTS release, already uses it even when it has bugs that still prevent it from being upstreamed.
And yes, it makes animations smoother.

Mutter devs haven't had enough time/resources to review it according to them.

A lot of the enablement work got committed though. There were 5 massive merge requests moving the color related stuff from GSD to mutter that were committed just before the release candidate.
