does anyone know how to test this? I have compiled the mesa-hasvk-vulkan-video-decode branch and vulkan info shows VK_KHR_video_decode_queue but have no idea which app supports it to test.

Do this has to be implemented in video players? Or is it a drop-in substitute for OpenGL video acceleration?

it should be implemented in video players, mpv has a WIP implementation but you will need to compile it yourself alongside your custom ffmpeg with vulkan video support. It should be like dxva2 in windows (I hope it will be as good).
