Will it fall back to software emulation if no hardware fp64 is available?

I believe that mesa has emulation for fp64, that may be a separate toggle, I can test later since I have a DG2

It's based upon whatever the underlying hardware driver advertises.

I believe both r600 and intel drivers supporting GL4+ will automatically fallback. Older drivers like r300 or various ARM devices that don't have the code setup to support it won't.
