      On the other hand, this is for mobile application development. And that's Android, running on a Linux kernel.

        You can get all this for free actually if you do Non-Commercial software development on Linux.
        All this are from Intel Parallel Studio but integrated with Eclipse which you can get for free anyway.
        Since it's Intel, if you do non-commercial software development on Linux than you can download it for free(all the tools except this new one) from their site.

        Sad that now you can't find it as easily as before, you pretty much have to know about it and do a correct google search to find it.
