          Yup, seems stable now. Too many concurrent connections to the db hosting the page would be my wild guess... but without system logs it's just a wild guess anyway

                Is SPIR-V directly competing with HSA? Or only parts of it? Can't AMD just give it to Khronos to manage, too, so Intel and Nvidia would be more willing to join it? Or does AMD intend to use this one as competitive advantage?

                  At most SPIR-V would be an alternative to HSAIL, not the rest of the HSA platform functionality. I don't know how many of the HSAIL requirements were able to get into SPIR-V, it's one of the questions on my "list of things to find out".
