Nah, Chrome uses it's own toolkits (Aura, Ozone, etc) to manage their own windows and looks regardless of platform. They already have Chrome working (mostly) on Wayland.

This is just to make the toolkits respect GTK+3 themes more.

Thanks, that answered my question perfectly.

Looks like the same non-native scrollbar that chrome has used for the past couple of years.

The same is *mostly* true of Firefox as well...

Not really; Firefox uses GTK+2 (and soon GTK+3) to manage it's windows and a few other things. The core UI inside of the window itself is XUL, which I assume is what you're referencing. It's worth noting that XUL isn't a toolkit however, and has extremely basic windowing functions that are tied to the toolkit Firefox uses.

The scrollbar doesn't look like it is changing. That the one thing I would like to theme in QtWebEngine.

It can be native on OS X. The Mac fans working on the Mac side made sure Chrome looks good there. They also kept the menubar for obvious reasons, seems we need to make it platform mandated to keep it.
