Debian was the last holdout, so now all distros are ffmpeg. Gentoo still has libav, but the default provider for the virtual is ffmpeg (virtual packages is how Gentoo handles multiple packages providing the same functionality).

About this VAAPI encoding stuff: It's Mark Thompson's code and initially he wrote it for ffmpeg. But the ffmpeg devs told him libav was about to do some big VAAPI changes and that he should rebase his work on top of that. Which is what happened, that's why libav now has this. It'll get merged into ffmpeg once the devs get around to it - right now they're in the middle of merging some other big change from libav.
