SYN flooding (one of the dumbest forms of DDoS, there are like 10 different countermeasures that grant total protection from it) coming from botnets of devices that were infected because their SSH/telnet password was guessed by bruteforce (i.e. it was total crap) is keeping pinned the Internet connection for the Linux Plumbers Conference, or something like that.

Saying that this shit was preventable is an understatement. The ISPs there are full of fail.

The CPUs dealing with stopping a DDOS attack may reside in a server, be part of a network card, may reside in a router, etc.
No it is possible. If the target network (ISP mostly) is set up properly, sending SYN flooding is so ineffective that it's a waste of time.
                  Result: attack prevented.

also the "prevention" applies to the embedded devices in the botnet launching this attack, because with mildly better security in there the bad guys wouldn't have so much bots to play with.
