They are trying to prevent Winblows Update from working on AMD Rizen CPUs (and will probably try to prevent the CPU from working in future updates) if you have Windows 7 (the latest sane OS). There is no catch, Debian just lists their sponsors openly

This is 18th DebConf, as you can see 17th was also sponsored by Valve & Microsoft - among many others of course, etc...

I think Microsoft just likes conferences, started sponsoring it when DebConf was first time in Africa back in 2016. and in 2018. it will be first time in Asia - there is huge market potentional for both linux and opensource in these parts of the world.
