    Is the Epiphany flatpak sandboxes?
    And if so, how sandboxed is it?

      You can install a Flatpak version of it. It would not be anywhere near as sandboxed as say Chromium which isolates tabs from each other.

        But Chromium allows access to the whole file system and all mounted partitions.

        Maybe with Flatpak version of Epiphany it can be restricted to only have access to:
        • ~/.cache/epiphany/
        • ~/.config/epiphany/
        • ~/Downloads/
