Regarding "Fixed a bug that could cause some eDP G-SYNC displays to flicker at low refresh rates", my Dell UP3017 display is not G-SYNC compatible, but it sure could flicker like crazy when the terminal was maximized on a GTX-1070 and the proprietary driver. Only did it on Linux. Left a message on the devtalk forum, filed a bug on Ubuntu launchpad, but got nowhere with either. Hopefully it's the same bug!

The bug apparently states "low refresh rates". If your monitor doesn't do GSync, it doesn't do low refresh either. Plus, you can't really do low refresh when all you have on your monitor is the terminal
But here's hoping there's a solution to your problem in there, too.
