That is Qt bug. Not KDE bug. It is fixed in Qt 4.8.1 (type dolphin --version in konsole and you'll see what Qt version you have).
Kubuntu 12.04 doesn't have this bug :)

We really need more user friendly way to change power settings until dynpm becomes reality.
I have 4,5 year old laptop with mobility hd 2400 and dynpm is still not usable. Because of that my new laptop will be intel cpu+intel gpu too.
Btw fglrx just sucks on my laptop.

I had logout problem with opensource ati driver (not with catalyst). I solved it by editing /etc/kde4/kdm/kdmrc and changing line #TerminateServer=true to TerminateServer=true

@nepwk, can you try this tweaks on your systems and see if they help? This is what I HAVE to do to get smooth desktop effects with my amd/ati hardware:
1) Turn off blur.
2) Turn off vsync in kwin...
Scrolling in chromium is perfectly smooth here with fglrx (tear free on) and kwin desktop effects.
On other hand, in firefox, it is very choppy. But I don't use firefox so I don't care :D
