Yup, on my Radeon HD 6930 i have this issues with 13.4. For me TF2 is smooth and playable only with 13.3 Beta3 (late March release).
And again TF2 perfomance issues!
With 13.3 beta3 (from late march) TF2 game play was smooth, with 13.4 it freezes with 2 seconds interval.

Good news, this beta fixed perfomance problems in TF2 for me.
I had'nt any problems with HoN with 13.2/13.3 beta drivers. What graphics card and OS do you use? Mine: Ubuntu 12.10, Radeon HD 6930.
Will nVidia enable overclocking on Linux? Any news on this?

Thermal throttling is a normal use case for ALL CPUs that overheating (including Intel). Just use a better case and cooling (enable HPC Mode in BIOS settings if availabe).

I hope that this bug will be fixed asap.
First install linux headers:
sudo apt-get install linux-headers-generic
this package will automatically install latest linux headers.
and then install fglrx:
sudo dpkg -i fglrx*.deb
