HD Video with fglrx is easy. There is a xvba backend for vaapi.

WIth a 7850, you'll have to use fglrx, which will probably suck badly with wine. In my experience it also kernel panics on shutdown.

Evergreen = R600, it works out of the box on ubuntu 12.04 with FOSS drivers, the only exception being HDMI Audio, as far as I could see.
