Anyways. GPU accel does work with this VLC. my CPU usage went from ~55% to ~22%.
Playback smoothness is indistinguishable; I still have lag (with or without compiz)....
Try a pre-compiled VLC with xvba from this PPA:

Once you have it installed, go in to tools>preferences>input & codecs>and check GPU...

If you absolutely must have compiz, You can set Gstreamer to No Xv.

The fglrx 8.42.3 drivers were released with outdated 64bit package scripts. This file is just updated scripts to make it work.
Ok I tried it again and I got it to work.
This is the exact order of how I did it.
For 64 bit Ubuntu Gutsy:
Blacklist old fglrx module from linux-restricted-modules:
sudo gedit...
I reinstalled ubuntu 7.10 x86_64, did this step before I installed the fglrx drivers. and every thing works perfectly (except for flickering video playback).
