Keith doesn't "own" X.org or anything, but he has been one of the more active developers and technical leaders in X for a long time and is also one of the X.org directors. He has the freedom to create a new Xorg release in this case by virtue of volunteering to be the release manager for this round of X development, giving ajax (Adam Jackson) a bit of a break. Managing Xorg releases is one of the tougher (and chronically underappreciated) tasks in the open source world.
