Not sure what you mean with "binary function calls", but the core functionality is still same, just that D3D10 provides some API layer system and removed the fixed function pipeline.
Just compare http://msdn.microsoft.com/en-us/libr...8VS.85%29.aspx with http://msdn.microsoft.com/en-us/libr...8VS.85%29.aspx ... D3D10 seems to do things on a lower-level approach than D3D9 but it's still the same actually.
