That's what it sounds like to me. Nokia sounds like they want to keep developing Qt, but not have to deal with the licensing/support aspect of the Qt product.

In Finnish news site there was that 19 employers in Oslo and California will move to Digia and that it is a bit less than 10% from Nokia's Qt developers.

The announcement said only Qt people dealing with commercial support are moving to Digia. The rest of the employees stay with Qt.
