Yes they really get a copy of the "Bundestrojaner" and analyses it and they found that the German gov Trojan is broken by design.

anyone can control it there is no cryptographic mechanism for the command signals.

Security analysis of the "BundesTojaner"

A router with DPI Deep-Packet-Injection is needed for the Intrusion-Detection also auto updates for the OS isn't working on windows because microsoft pulls the tojans and against local attacks the system need full cryptography on the hard drive. Also the local workspace need full time video surveillance.

All Other solutions wont work.
