Development isn't dragging on - you'd be the first to complain if 3.1 had been released with known bugs

Well, there are multiple issues with power management, but assuming you mean ASPM, the issue will be fixed when OEM's learn how to program a BIOS (or embrace Coreboot)...
The other option is forcing ASPM on, which will help the power consumption of some systems (and bork others). The kernel devs decided against that as the default and distros/users can handle ASPM differently if they wish.
