No, the onus is on them to prove that they're proposing a project that people are willing to pay to fund. Scamming has nothing to do with it. Kickstarter isn't some giant pyramid scheme or other illegal endeavor trying to nail you. If you don't think a project will deliver anything of value, then don't back the project. It's that simple.
