my personal problems with languages are not on the "reading" side only on the "writing" side.

Absolutely; a smart consumer will check the requirements. However in most countries internet infrastructure is a Government responsibility. I don't think the average user will build an exchange because their neighbourhood has a poor connection. And what of the stores who sell boxed copies of games that still insist on downloading from Steam. They will have to deal with lost sales when the (smart) consumer reads the requirements and foregoes a purchase. A store owner won't know what areas of their city have good or bad internet infrastructure and adjust stock to suit. "Get a better internet connection," is not constructive advice. Consumers will get the best available internet they can afford and are physically able. Perhaps services like Steam should not assume that because the internet is fantastic where they are, the same is true for the rest of the world.
