Honestly, this is crap. From reading their product brief, it can be seen that this is tailored for 4G base station applications.
Specifically for combined GSM / UMTS / HSPA / LTE / WiMAX base stations
(There are turbo code decoders, VA decoders, bit-level stuff for HSPA / LTE / WiMAX, correlators for CDMA, and so on)

TI's Keystone II should be interesting for ARM-based high performance computing.

This is way less about ARM and way more about their C6xxx DSP line than you think.
Believe me, I currently work with the C6678
