Why have a netstat built-in program?
Any purpose at all?
Or just because someone was bored and couldn't think of making anything more useful?

I assume for compatibility with scripts they'd want to implement all the built in Windows NT command line tools. Netstat is one of those tools.
Edit: Actually the answer is right in the wine release notes: http://bugs.winehq.org/show_bug.cgi?id=25871 (without it the Guild Wars test program doesn't work)
