With the exception that everybody knows what speech recognition is and that it's actually helpful especially for people that have difficulties with other types of interaction. So I would say it's a good thing if this gets hyped.

To make things perfect, we should probably put speech recognition in "the cloud"

Well, lately it has gotten popular again with Google Now and Siri.
But we've had speech recognition earlier in the 70s, 80s, and 90s too.
But it really never caught on.

Nothing really new, it is so old (concept, not this API specification) that Opera already dropped support for that. :-D
AFAIR they used plugin supplied by IBM and available only on Windows, I remember trying it back in 7.x or 8.x.

Ideally all apps would implement AT-SPI (or there is something better available?) and would use single, platform wide tool, all speaking using one voice, with the same quality etc...

Maybe also because there is new devices.
Perhaps voice recognition is more important on portable devices such as smartphones and tablets than it is for personal computers.

There was pretty good voice recognition in the 1990s & early 2000s, but it often needed more processing power & memory than was available in a regular PC back then. During the last 10 year it has matured, and is becoming more mainstream.
