This is somewhat pedantic, but F21 was never scheduled for August. We made a promise to our QA team that we'd release no earlier than August, so that they knew they'd be safe to schedule work on Taskotron and other infrastructure improvements. The first target date we actually selected was mid-October. So, we've slipped some from that, but not quite as drastically as it sounds. (And, I think it's definitely going to be worth it!)
