EPYC 7003 series delivers around a 19% IPC improvement compared to the prior Zen 2 based processors. With the same base clock as the 7F32, in many of the benchmarks indeed the EPYC 72F3 is coming out faster by around that mark in many of the benchmarks with just having a slightly higher maximum boost clock and also double the L3 cache.
