In the end, for most CPU/system workloads using "performance" tended to be slightly faster than the other governors. But for the most part ondemand, schedutil, and even conservative were leading to similar performance. The only governor with the big difference was powersave with CPUFreq for keeping the CPU frequencies to a minimum for conserving power and reducing heat output. The big exception though is with the graphics tests as outlined earlier.
