Both Ubuntu 13.10 and Ubuntu 14.04 are using the GCC 4.8.2 compiler by default, but for many computational tests the performance was better with the newer software stack. The performance improvements with the newer code is likely due to the use of the Linux 3.15 kernel where there's been some Bay Trail improvements, particularly around the P-State frequency scaling driver.
