Going from Mesa 21.0 to 21.2+ was of some benefit but with Linux 5.16 there is greater lift.

The boost with Linux 5.16 appears to be primarily in cases where the GPU isn't already maxed out, such as when gaming or running graphical applications at lower resolutions.

Or when running games at lower quality... Xonotic at low quality settings for instance enjoyed a very significant bump with Linux 5.16 but showed no measurable difference at higher quality levels.
