Updated Portal 2 Vulkan Rendering Code Yielding Great Radeon Results

At 1080p the Vulkan back-end by way of DXVK native continues to show significant uplift possible compared to OpenGL with Portal 2's ToGL usage. Even in the case of the aging RX 590 Polaris there was still measurably better performance.

At 1440p the results continue looking great, granted even at 2560 x 1440 all the tested GPUs back to AMD Polaris could run Portal 2 comfortably at hundreds of frames per second even with OpenGL.

With 4K the Vulkan path with DXVK native on RADV is offering better performance for the high-end Radeon RX 6800 XT while with the older GPUs it's at that point the performance is comparable between the two rendering APIs.
