At least on this laptop using NVMe SSD storage, the file-system performance atop EXT4 was around the same with Ubuntu 17.10. Not unexpected as there haven't been any radical performance work on EXT4 recently but more of a focus on the native encryption, allowing more entries per directory, bug fixing, and other minor improvements.

The Intel HD Graphics 620 Kabylake OpenGL numbers are slightly lower with Ubuntu 17.10, even with going from Mesa 17.0 to 17.2 and the newer kernel. This is due to the transition from an X.Org Server by default to Wayland. GNOME continues to tweak/optimize its Wayland experience. As well, these numbers are still subject to change since the kernel and Mesa are not yet final in the Artful archive. With AMD hardware you are much more likely to see a performance improvement with Ubuntu 17.10 over 17.04 Zesty.
