While it was delayed, the alpha release of Fedora 24 is now available.

Those wishing to download Fedora 24 Alpha for Workstation, Server, Cloud, Spins, Labs, or ARM flavors, you can download it from the official release announcement.

Those unfamiliar with the new Fedora 24 features can find more information via the Wiki change-set or the aforelinked mailing list post.
