GNU Make 4.2 Released

Version 4.2 of GNU's Make was released this Sunday.

GNU Make 4.2 has a number of new variables/options, the interface to Make's jobserver is now declared stable, the amount of parallelism can now always be queried via MAKEFLAGS, and various other changes.
