Intel Quark SE Support Added To GCC Compiler

Support for Intel's low-power Quark SE micro-controller has been added to the GNU Compiler Collection.

The current Quark SE on the market is the SE C1000 that is clocked at 32MHz, 8KB cache, 32-bit single core, and a TDP of 0.025 W. The Quark SE is part of Intel's line-up for wearable computing wares.

With this commit yesterday is initial support to compile for the Quark SE in mainline GCC followed up by another commit for libgcc support for this new ARC code.
