Intel VA-API Driver 1.6 Is Coming

Some Video Acceleration API updates are coming down the pipe.

The Intel VA-API driver was bumped to 1.6.0.pre1 to signify a new major release coming compared to the 1.5.x series.

The generic libva video acceleration library was also bumped, it to VA-API 0.3.8.

Much of the focus lately for Intel's VA-API video acceleration API for Linux has been about HEVC support, VP8 and VP9 improvements, etc.
