GL_KHR_robustness Lands For RadeonSI / NVC0, OpenGL 4.5 Changes Complete

Thanks to work done by AMD's Nicolai Hähnle, the Mesa Gallium3D state tracker exposes support for the GL_KHR_robustness extension.

GL_KHR_robustness is now enabled for the Mesa state tracker when ARB_robustness is present as the other differences with this extension are handled elsewhere. With the work landing this morning, KHR_robustness is now turned on for Nouveau NVC0 and AMD RadeonSI after already being supported by the i965 Mesa driver.

This clears out the extensions on RadeonSI and NVC0 for OpenGL 4.5! But first they both need to finish ARB_enhanced_layouts for OpenGL 4.4 before declaring victory and being able to expose OpenGL 4.5.

The branching for the next Mesa release is happening next week so will be interesting to see what's done in time for this new Mesa version due out around early November.
