Libav Gets An OpenH264 Decoder Wrapper

For those still using Libav over FFmpeg, this multimedia library has added a wrapper for OpenH264 decoder support.

The commit was quick to mention though that the OpenH264 decoder is less featureful and slower than Libav's own built-in H.264 decoder. However, the mostive for adding this OpenH264 wrapper is if trying to take advantage of Cisco's patent license offer around OpenH264. Should you be interested in OpenH264 for Libav, it's now accessible with the latest Git code.
