KDE 4.13 likely won't be too exciting on the feature front since most of the work right now is about KDE Frameworks 5 / Qt5 integration and other tasks, but KDE 4.13 applications and platform will feature updates to Kate Part, Umbello, new work to KMail, and many KDE Games improvements.

The feature details for KDE 4.13 work can be found via Techbase on KDE.org.
