Improvements, New Extension Hit Mesa

There has already been more improvements hitting Mesa Git this week.

Among the noteworthy recent additions in Mesa Git include:

- A RadeonSI change not to preload constants at the beginning of shaders. By doing so, very simple tests are seeing improvements -- a big decrease in SGPR spilling for shader-db tests by up to 68%.

- OES_tessellation_shader is marked as done for OpenGL ES 3.2. OES_tessellation_shader is now exposed for all Mesa/Gallium3D drivers that expose the desktop ARB_tessellation_shader extension.

- A ton of Intel blorp improvements.

And nearly 100 other commits in the past 48 hours. A complete listing can be found via the Mesa Git log.

Over on the mailing list are also more interesting patches, such as for AMD users is the potentially noteworthy "sub-allocation for small buffers" patches for the Radeon winsys.
