Mesa's Intel Vulkan Driver Now Builds On Android

Mesa's "ANV" Intel Vulkan driver can now be built for Android.

Intel's Tapani Pälli added the Android build system support for their Mesa Vulkan driver. The Android.mk addition had gone through a few rounds of review and landed today in Mesa Git so that Android-x86 builds can now benefit from this open-source Vulkan driver.

The commit landed here for Mesa 17.1-devel.
