It was just earlier today that OpenGL 4.2 was completed for core Mesa and already there's patches for tackling another OpenGL 4.3 extension.

Martin peres at Intel has published five patches that add support for GL 4.3's ARB_shader_image_size extension. The patches affect core Mesa as well as the code for GLSL and NIR. ARB_shader_image_size with the patches turn on support in the i965 DRI driver while the other Mesa/Gallium3D drivers would still need to finish up their driver hook. The shader image size extension is enabled unconditionally within the Intel driver.

Details via this Mesa patch series.

Core Mesa still has a number of other OpenGL 4.3 extensions needed for compliance and will be next to impossible to happen for Mesa 11.0's release in September but who knows by the end of the year.
