Nouveau Hooks Up ARB_shader_draw_parameters Support

The open-source Nouveau driver has hooked up support for OpenGL's relatively new ARB_shader_draw_parameters extension.

The GL_ARB_shader_draw_parameters is used by some game developers as part of the "zero driver overhead" approach and is documented via the OpenGL.org registry as well as explaining it in detail via this OpenGL 4.4 review.

Prolific open-source contributor Ilia Mirkin hooked the ARB_shader_draw_parameters support into the Mesa state tracker and then the Nouveau NVC0 driver for NVIDIA GeForce 400 "Fermi" graphics processors and newer.
