Wayland 1.13 Released

WAYLAND
Wayland 1.13 is now available thanks to release management by Samsung OSG's Bryce Harrington.

Wayland 1.13 itself isn't a huge release and for end-users there are more changes to find in Weston 2.0, which should also be announced imminently.

Wayland 1.13 has various API additions over v1.12, documentation additions, some minor improvements, and an assortment of fixes.
